März 2016 United States Mission to the OSCE Ongoing Violations of International Law and Defiance of OSCE Principles and Commitments by the Russian Federation in Ukraine

While the Russian Federation has repeatedly sought to mask its aggression against Ukraine, fresh evidence of Russia’s role in the fighting continues to emerge. On February 22, the OSCE Border Checkpoint Observation Mission spotted a van entering Russia from Ukraine with the sign “Cargo 200” – a reference to the transport of Russian military casualties. On February 26, the SMM spotted a soldier wearing Russian military insignia in separatist-controlled territory. We hope that Russia will take responsibility for its actions in Ukraine, end its direct support for the separatists, and fulfill the commitments it made when it signed the Minsk agreements.

EUROPEAN UNION OSCE Permanent Council N°1082 Vienna, 10 December 2015 EU Statement in Response to the Report by the Chief Observer of the OSCE Observer Mission at two Russian checkpoints on the Russian-Ukrainian border

Mr. Chairman, despite its limited mandate and size, the Observation Mission continues to provide evidence of support for the separatists provided from Russia. We note the regular reports of a high number of people, almost 4800 during the reporting period, crossing the border wearing military style clothes and camouflage. We once again note the reported minivans marked “Cargo 200” crossing the checkpoints, suggesting the return to Russia of military personnel killed in action.

11. Juni 2015 United States Mission to the OSCE Response to the Chief Observer of the Observer Mission at the Russian Checkpoints of Gukovo and Donetsk

We welcome your weekly and quarterly reports that provide key insights about cross-border traffic flows at the checkpoints of Gukovo and Donetsk. These include reports of more than 6,000 individuals who crossed the checkpoints in military-style dress—some of whom even crossed the Donetsk border crossing point walking in what resembled a military formation. Your team continues to observe vehicles carrying coffins crossing into Russia, as well as vehicles entering Russia marked with “Cargo 200,” a Russian military term used for personnel killed in action. These and other observations from your mission point clearly to Russia’s aggression and destabilizing actions in eastern Ukraine.

And we note the reported transfers of ambulances and “Cargo 200” lorries through the checkpoints, indicating the return to Russia of military personnel killed in action.
